On November 6 and 7 the Forum for the Future of Agriculture (ForumforAg) hosted a workshop on market outlooks and policy implications. This built on our previous event and looked at the big picture from OECD-FAO newest report covering the 2025-2034 perspective, and then dived into the outlook for arable crops and livestock plus look at the environmental footprint and policy implications, with a special focus on Europe.

John Baffes is Senior Economist at the World Bank’s Prospects Group where he leads the World Bank’s commodity price forecasting process and oversees the management of the commodity price database. With a rich background in various units within the World Bank, including Latin America, South Asia, East Africa, Evaluation, and Research, John brings a diverse perspective to his work environment. His contributions extend beyond the confines of the World Bank, with numerous chapters and articles published in academic journals covering economic development, agricultural economics, resource economics, and applied econometrics. John also teaches an executive MBA course on Applied Econometrics for Commodity Markets. Prior to his academic pursuits, John gained invaluable experience managing a commodity trading company, solidifying his practical understanding of commodity market dynamics. John holds degrees in Economics from the University of Athens, Greece (BS), Agricultural Economics from the University of Georgia, U.S. (MS), and Agricultural and Resource Economics from the University of Maryland, U.S. (Ph.D.).

Glauco Bertoldo is an agronomist with 25 years of experience in the field. With postgraduate degrees in fertilizer technology and data science, he has held significant roles at the Ministry of Agriculture, including head of service, Federal Superintendent, and Director of the Department for the Inspection of Products of Plant Origin, managing areas such as plant inspection, agricultural inputs, plant defense, and international surveillance. He currently serves as the Agricultural Attaché at the Brazilian Mission to the European Union in Brussels.
Internationally, he has represented Brazil as a delegate to the International Wine Organization (OIV), coordinating the working group on electronic wine certification, and as part of the Brazilian delegation to the OECD’s Fruit and Vegetables Group, the CCFICS of the Codex Alimentarius, and UN/CEFACT. He presently leads the Brazilian delegation on the ISO Data-driven Agrifood Systems Technical Committee.

Dr. Máximo Torero Cullen is the Chief Economist of the Food and Agriculture Organization of the United Nations (FAO). He joined the Organization in January 2019 as Assistant Director-General for the Economic and Social Development Department. Prior to joining FAO, he had been Executive Director at the World Bank Group since November 2016 and, before the Bank, Dr. Torero led the Markets, Trade, and Institutions Division at the International Food Policy Research Institute (IFPRI). His major research work lies in analyzing poverty, inequality, importance of geography and assets (private or public) in explaining poverty, and in policies oriented towards poverty alleviation based on the role played by infrastructure, institutions, and on how technological breakthroughs (or discontinuities) can improve the welfare of households and small farmers. His experience encompasses Latin America, Sub-Saharan Africa, and Asia.
Dr. Torero, a national of Peru, holds a Ph.D. and a Master’s Degree in Economics from the University of California, Los Angeles (UCLA), and a Bachelor’s degree in Economics from the University of the Pacific, Lima, Peru. He is a professor on leave at the University of the Pacific (Peru) and an Alexander von Humboldt Fellow at University of Bonn, Germany, and has also published in top journals (QJE, Econometric Theory, AER-Applied Microeconomics, RSTAT, Labor Economics and many other top journals).
In 2000, Dr. Torero has received the Georg Foster Research Fellowship of the Alexander von Humboldt Foundation, won the Award for Outstanding Research on Development given by The Global Development Network, twice, in 2000 and in 2002 and received the Chevalier de l'Ordre du Mérite Agricole in 2014.

Ignacio Pérez Domínguez is an economist and senior researcher at the Joint Research Centre (JRC) of the European Commission. He has more than 20 years of experience in quantitative analysis, mainly with a focus on agricultural and environmental economics. After graduating in Applied Economics from the University of Zaragoza, he completed a master's degree in Environmental Economics at Imperial College of London and PhD studies in Agricultural Economics at the University of Bonn. Before joining the European Commission, he worked for 4 years as a policy analyst at the Organization for Economic Cooperation and Development in Paris. He has contributed to numerous scientific publications and presented his work in multiple forums. He is currently a member of the JRC Scientific Committee.

Alexander Döring graduated as an Agricultural Economist at the University of Bonn (1991). He was appointed Secretary General of FEFAC in 1994. As such, he represents the compound & premix feed manufacturers at EU level. Before joining FEFAC, he worked as European Affairs Manager at the Groupement of European flour millers, GAM and Northern European Rice Miller Association, NERMA, from 1992 till 1994, and as External Analyst at the European Commission, DG Agriculture, from 1991 till 1992. Joe Glauber is a Senior Research Fellow at the International Food Policy Research Institute (IFPRI) in Washington, DC and until January 2024 served as interim Secretary of the Agricultural Market Information System (AMIS). He also holds appointments at the Center for Strategic and International Studies and the American Enterprise Institute. Prior to joining IFPRI, Glauber spent over 30 years at the US Department of Agriculture, including as Chief Economist from 2008 to 2014. From 2007-2009, Glauber was the Special Doha Agricultural Envoy at the office of the U.S. Trade Representative where he served as chief agricultural negotiator in the Doha talks. He is the author of numerous studies on agricultural insurance, trade policy and U.S. farm policy.

Since April 2024, Bence Tóth has been Deputy Head of Unit for Analysis & Outlook, Directorate-General for Agriculture and Rural Development (DG AGRI). Before that he was assistant to the Director-General for Agriculture and Rural Development at the European Commission since 2022. Previously he held several positions at the European Commission’s DG AGR. He was also member of Michel Barnier’s task force during the Brexit negotiations. Mr. Tóth has been working at the European Commission since 2003.
